Frank Cotton was the brother of Larry Cotton, the uncle of Kirsty Cotton and the brother-in-law/lover of Julia Cotton. He came into the possession of the Lament Configuration, which ultimately led to him being tortured by the Cenobites. He is later revived and is helped by Julia getting himself back to normal. He is eventually recaptured by the Cenobites and sent back to Hell.

Unlike his brother Larry Cotton, Frank was a selfish, hedonistic individual who had an affair with his sister in law Julia Cotton. After searching the world for greater forms of pleasure and living a life of promiscuity and sensual gluttony Frank discovers the Lament configuration a seemingly simple puzzle box which is actually a gateway into another dimension inhabited by Cenobites, demonic surgeons who explore the furthers regions of experience.

The Cenobites appear and drag Frank to Hell. When Larry Cotton, his daughter Kirsty and wife Julia move into their old home, Larry cuts himself on a nail. The blood lands where Frank and died and he is brought back in an undead, emaciated state. Julia finds him by accident and Frank convinces her who he is, and to help him. She agrees and brings men home under the pretense of sex, but Frank murders them and sucks out their life force to heal himself.

Kirsty finds out about Frank, who tries to accost her, but stops when she throws the Box out of the window and escapes. Kirsty opens the Box and the Cenobites appear to take her to Hell. She tells them about Frank escaping and bargains her life for his. Pinhead gives a 'maybe' to her terms, demanding to see Frank for himself first.

Meanwhile, Frank kills Larry and takes his skin, and pretends to be Larry when Kirsty comes home and tells him Frank is trying to kill him. However, Frank's subterfuge is blown when he acts cold and lewdly says "come to daddy", which he said to Kirsty earlier when he tried to force himself on her.

Kirsty and Julia fight and Frank accidentally kills Julia Cotton when trying to stab Kirsty. Frank absorbs Julia's life force to save himself, coldly saying "nothing personal, baby". He then corners Kirsty in the attic, mocking her grief for her dead father. The Cenobites return and tear him apart with metal hooks.

In Hellbound: Hellraiser II, Kirsty sees a vision of her father writing "I Am In Hell. Help Me". Kirsty and Tiffany enter Hell and find Frank. Frank was the one who wrote on the wall and pretended to be Larry. Frank's hell is a room filled with beds, upon which lie non-descript female shapes writhing under sheets. When Frank tries to touch them, they withdraw into the walls; promising pleasure and never delivering. Julia appears and pretends to help Frank, only to rip out his heart and mockingly use his own words "nothing personal, babe" before destroying him.

Frank is mentioned in Hellraiser: Hellseeker. During his travels, he had amassed a fortune, which he left to Kirsty in his will. Kirsty knew about it, but wanted nothing to do with Frank's fortune, as it was 'dirty money' that he gained illegally; this also coupled with the murder of her father and the indignities she endured personally.
